01 - Rinse the rice thoroughly under cold water until the water runs clear to remove excess starch.
02 - In a medium saucepan, melt the butter or heat the olive oil over medium heat. Add the shallot and garlic, if using, and sauté for 1–2 minutes until fragrant.
03 - Add the rinsed rice and stir to coat each grain evenly. Toast for about 1 minute to enhance flavor.
04 - Pour in the water and add the salt. Bring to a boil, then reduce the heat to low, cover, and simmer gently for 15–18 minutes until the rice is cooked and the water is absorbed.
05 - Remove from heat and let the rice stand, covered, for 5 minutes to complete the steaming process.
06 - Fluff the rice gently with a fork. Stir in the chopped herbs until evenly distributed and the rice is warmed through.
07 - Serve immediately while warm and fragrant.
